Watts named county’s top teacher

The Lincoln County School Board members honored teachers fortheir diligence and expertise Monday, and the district received a”glowing” audit report on property and assets.

Lucy Watts of Enterprise Attendance Center was named DistrictTeacher of the Year.

Other teacher of the year honorees included Cynthia Schroder ofLoyd Star Attendance Center, Jane Wicker of West Lincoln AttendanceCenter and Mary Hux of Bogue Chitto Attendance Center.

Hux was awarded her first teacher of the year honor in the sameyear she announced her retirement after 19 years of service toBogue Chitto.

“But what a way to go,” Watts said while congratulating Hux.

Following the brief awards presentation at the National Guardarmory, the board heard a positive audit summary from CherylShelby, the district’s business manager, covering the 2004-2005school year. The report did not delve into the district’s financialmanagement, but focused on property and assets.

“We had a good audit report. There were no findings,” Shelbysaid. “(The auditor) did have a few suggestions and we arebeginning to implement those.”

One suggestion was to enhance control on supplies, Shelby said.This would create a more comprehensive paper trail on theiruse.

The auditor, Charles L. Shivers, a former director of theDepartment of Education’s School Financial Services Division, wrotein his report that the district increased its net assets by 26percent during the year. He said the increase was a result of”conservative budgeting,” insurance loss recoveries related to afire at West Lincoln, the purchase of capital assets and thereduction of long-term debt.

Shelby said the long-term debt will look even better next yearwhen the district pays off a 1997 bond issue for construction. Thepayoff should allow the district to ask for less millage for the2008 budget.
