Meet your Brookhaven candidates: 4 in the race for Alderman-at-large

This year, Brookhaven voters will choose their preferred candidates for the offices of mayor and the board of aldermen. 

Monday, March 3, is the deadline for residents to register to vote if they want to participate in the Primary Election, Tuesday, April 1. Primary Runoff Election Day is Tuesday, April 22, and the General Election is Tuesday, June 3. Candidates elected will begin their terms July 1.

Each of the 18 candidates for various offices was sent an identical questionnaire that asked: assessment of the current occupant’s effectiveness (including self-assessment); transparency and accountability; pressing issues; how their role would improve the City and Lincoln County; and why voters should elect them to the position. Each was given the same deadline for submission.

Responses from the candidates will be published in groupings by the office or seat for which they are running — mayor, Ward 1 alderman, etc. Candidates are listed with the incumbent first, followed by challengers in alphabetical order by last name. Answers are presented as they were submitted by the candidates.

Candidates for Alderman-at-large are Republican incumbent Don Underwood, Democrat challenger Ronald L. Hines, Democrat challenger Jeffrey L. Jordan, and Republican challenger Guy Orr. Following are their responses.

Underwood

I’m Don Underwood and I’ve lived in Ward 5 for the past 15 months, previously I lived in Ward 4 from birth.  I am retired from the State of Mississippi as a state agency head and as a consultant to federal, state, and local governments, private businesses and NGO’s (Non-Government Organizations).  I am seeking reelection to the job of Alderman-at-Large.

Making an objective judgement, I would say my first term has been successful.  The majority of an alderman’s time is spent dealing with problems encountered by individual citizens, or small groups.  Problems such as trash and garbage pickup, street issues, street signs, drainage, ditches, curbs and gutters, public facilities, litter, billing issues, etc.  In addition to dealing with these day-to-day issues, this board has tackled a number of larger, far ranging, issues such as; improving solid waste pickup (The number one thing I was called about when first elected was limbs, leaves, and trash. We have made great improvement to the point I get very few calls on this topic), closing the landfill, improving cooperation with the county, settling long term issues, revamping the subdivision ordinances to encourage more home construction, addressing difficult problems such as water, sewer, and garbage, passing incentives and improvements to secure economic development such as the new, state of the art, AITX railcar refurbishment facility, upgrades at Wal-Mart distribution cent and Rex Lumber Company, just to name just a few.

I personally took the lead, with the support of the other board members, on the (a) recruitment of C-Spire for the installation and operation of a fiber optic infrastructure, for the entire city, to provide more powerful internet service,  (b) initial reorganization of the organizational chart for the Police Department and (c) implementing significant raises for all personnel, (d) championing the move to appointed chief of police, (e) implementing an additional pay raise for patrol officers to make our salaries more competitive, (f) development of a new Mobile Home Park ordinance for civic improvement, and (g) formulating a plan to better recoup the taxpayers costs of cleaning property and/or tearing down derelict buildings.

I certainly plan to “stay the course” by being proactive in working to build a better Brookhaven.  I feel many of my future efforts will be more of an administrative nature such as working to give our police department the funding, equipment, training, and support to combat our crime problems, establishing a new animal facility, or “pound”, implementing annual employee appraisals, city property inventory, and annual plans of work.  I also intend to push for federal funding for the 5 projects the board has approved as well as the 5 drainage projects the federal government has approved but not yet funded.  Additionally, traffic concerns are very pressing with the need of adapting to current traffic patterns and needs.  A prime example of traffic needs is a frontage road along I-55 (one of our 5 federal projects requested).  Other concerns are addressed in questions 6 and 7.  I would be remiss if I didn’t include the number one priority, being responsive to the constituents.

From my first day I supported an open comments period at the beginning of board meetings where anyone who signs in gets a few minutes for speaking during the limited comment period. I also have supported, and will continue to support methods of expanding the capacity for attendees of board meetings.  We as a board must improve our public broadcast of board meetings. I have heard the concerns of constituents regarding too many decisions made in executive session.  I would point out that any decisions made in executive session must be announced publicly after the session but I will be vigilant to make sure all executive sessions are in full compliance with state law.

[Most pressing issues] Crime! Pure and simple if we don’t improve public safety none of the other great ideas for Brookhaven will ever come to fruition.  Dealing with this issue starts with appointing a strong Chief of Police with experience in leadership, organization, training, manpower usage, analytics, and policing priorities. The next step is empowering, equipping, training, and supporting an organized, structured police department fully enforcing the laws and ordinances.

The next most pressing issue is infrastructure, from drainage, to roads, to water and sewer availability.  These issues need to be systematically addressed and this is where Annual Plans of Work for the departments become vitally important.   Constant review of progress in implementing the plan will be our “measuring stick” of progress.

I bring over 30 years’ experience in all three branches of government to the table.  This experience gives me insight into the differences between government and private business, government requirements (and the reasons therefore), planning and system development to achieve goals.  

Most importantly I care about Brookhaven and the people therein.  I am passionate about having a better Brookhaven.  Additionally, I believe I’ve demonstrated that I don’t shy away from the hard problems, or waffle on a decision once I’ve reviewed the facts.  The Alderman-at Large position is unique among the alderman because everyone in Brookhaven is my constituent and I treat all equally.

[Voters should choose me because …] Simply put, my love of home and place.  Brookhaven is my home and always has been.  I’m proud of so many aspects of Brookhaven and Lincoln County but see the serious issues that must be addressed.  I worked for over 25 years in Jackson and folks were always asking me why I didn’t move to Brandon, or Pearl, or Clinton, or Madison.  My response was, “they’re not Brookhaven”.  I was encouraged to move so Stone could play at a bigger school for more recognition.  He and I both agreed, “they’re not Brookhaven”.  That’s why I look at Alderman as a job, not an office or a position, and I want to continue to work for a better Brookhaven.

I’m a lifelong resident of Brookhaven, having been born in the old Kings’ Daughters Hospital and growing up on West Chickasaw Street.  I’m a graduate of the Brookhaven Public Schools, Co-Lin (A.A.), USM (B.A. Criminal Justice), MSU (MPPA), Ole Miss (J.D.).  I also attended Arkansas State University.  I’m a Certified Public Manager as awarded by the State of Mississippi and a graduate of the Stennis Institute of Government.

I was married to Sarah Gill Underwood for 38 years and 7 Months.  We lived on South Church Street our entire marriage.  I have one son, Stone, and he and my daughter-in-law, Devon, are the proud parents of Allaire Nell Underwood, born February 5, 2025.  So yes, I am a proud grandfather.

I served as City Judge for Brookhaven and then represented District 92 in the MS House of representatives in the late 80’s and early 90’s.  I’ve served on the city Board of adjustments and several committees appointed by mayors.  I was a member of the Kiwanis service club and currently am a member of the Rotary Club.  There are many civic minded organizations I’ve been a member/worker of and held a board of directors’ seat and chaired some: United Way, Chamber of Commerce, Habitat for Humanity, Ducks Unlimited, Brookhaven Little Theater, to name a few.  I am a member of the Co-Lin Foundation Hall of Fame for my commitment to funding scholarship opportunities for Brookhaven kids. I coached youth sports for more than 15 years, with teams in T-Ball, Little League, Soccer, and Pee Wee Football.  Many of my years coaching were before Stone was born.

During my professional career I served as the President/Chairman of the National Watershed Coalition and the National Association of State Conservation Agencies and I am a member of the Southeastern United States Natural Resources Conservation Hall of Fame.  Additionally, I gained over 20 years’ experience seeking federal funding and approvals through meeting with Congressmen, Senators, and federal agencies including DOD, EPA, USDA, and Dept. of the Interior.

 

Hines 

My name is Ronald “Coach” Hines and I am running for Alderman at Large. I currently reside in Ward 5. As a self-employed business owner, I operate Kids R Us Learning Center in Brookhaven and own and manage multiple real estate properties. My background includes experience as a teacher, coach, and assistant principal at various grade levels, giving me a deep understanding of education, leadership, and community development.

My vision is very clear: I plan to create a well thought out plan that empowers each of us to build a fulfilling and liberated future for our family. I am running on my slogan of “Blending Families in Paradise” which means embracing pride in your family, community and town as a whole. It represents harmony and unity among all families regardless of challenges or differences.  

I chose to run for Alderman at Large because I see a clear need for change. Our city must shift direction on several critical issues and that starts with restoring respect, professionalism, and accountability in leadership. One of my guiding principles is that it’s okay to agree to disagree while still treating one another with respect. As leaders, we must set the standard and lead by example; our citizens deserve nothing less.

Moving forward, we must make decisions based on real assessments and the immediate needs of our community. I believe it is time for fresh ideas. I am committed to implementing advancements in technology to improve public safety, engaging with our youth in ways that resonate with them, and creating opportunities that align with 21st-century living. We are losing too many young people due to a lack of resources that meet their needs. If we want them to be part of Brookhaven’s future, we must bring them to the table and offer solutions they can connect with.

Transparency is critical to the success of Brookhaven. Our citizens have the right to know what is happening in their city and to be involved in the process. If elected, I will operate with full transparency, listening to all citizens regardless of where they live because every voice matters in shaping Brookhaven’s future.

Ensuring transparency and accountability in a city office requires a combination of clear policies, open communication, and public engagement. I plan to approach it by making sure our citizens have access to all non-confidential documents, budgets and reports. We must operate using strong ethics and identify oversights so that the we can earn the trust back from our citizens.  

In my door knocking and meeting with citizens while campaigning, one of the biggest issues I have heard consistently are concerns about safety, road repairs and being left out of the decision-making process. I plan to push for digital and online communication, community walks and talks in all wards, interactive decision making with the use of online surveys, live question and answer sessions, mobile app communication as well as continue with traditional media to ensure the message is received by all.

I strongly support advancements in technology for law enforcement, such as improved surveillance and communication systems, strengthen neighborhood watch programs and community-police relationships to reduce crime.  

As Alderman-at-Large, my role would improve Brookhaven because I plan to continue unifying, strengthening, and modernizing Brookhaven through transparency, innovation, and community-driven leadership. Anyone that knows me, know that I am a hard worker. I have always been a hard worker who believes in getting the job done not just talking about it. Throughout my career as a business owner, educator, and community leader, I have tackled challenges head-on with determination, integrity, and a results-driven mindset.

I do not make excuses, I find solutions. Whether it’s improving infrastructure, strengthening public safety, or creating opportunities for our youth, I will put in the work to ensure that real progress is made for the people of Brookhaven. Leadership isn’t just about titles; it’s about action. When I take on a responsibility, I see it through to the end because our community deserves an Alderman at Large who will show up, listen, and deliver real results. That is exactly what I plan to do.

I am seeking the office of Alderman-at-Large to bring positive change and fresh perspectives to Brookhaven and Lincoln County. My deep investment in this community drives my desire to see it flourish and grow in a positive manner. Historically known as the “Homeseekers Paradise”, a title adopted many years ago to reflect our community’s welcoming nature, Brookhaven has always been a place where people aspire to live and thrive. I am committed to preserving this legacy by ensuring that Brookhaven remains a city our citizens love and enjoy, a place that not only retains its current residents but also attracts those who have left to return and settle down upon retirement.

If you are seeking change, a commitment to new ideas, and the implementation of improved technology to enhance community safety, I earnestly ask for your vote. I am dedicated to working tirelessly for all citizens of Brookhaven, advocating for what’s right regardless of socioeconomic status, residence, or affiliations all while practicing common sense principles. All people matter.

Additionally, I aim to promote community cleanliness through organized initiatives and foster professionalism among our leaders to restore trust in local government. Together, we can create a safer, cleaner, and more inclusive Brookhaven that truly reflects the values of its community.

 

I am deeply rooted in Brookhaven, Mississippi, where I currently reside. I earned my business degree from Copiah-Lincoln Community College (Co-Lin) and furthered my education at Jackson State University (JSU), where I received a full scholarship to play baseball. At JSU, I completed both my bachelor’s and master’s degrees. Additionally, I earned my credential in Educational Leadership.

I am married to my college sweetheart, Katrina Hines, for 25 years, I often say, I am a movement by myself, but I’m a force when we are together.” We have one son La’Ron Hines who has achieved remarkable success as a content creator and actor in the entertainment industry. Notably, he was recognized by Forbes as one of the Top Creators of 2022 as one of the highest paid creators in his age bracket in the US. He has used his creativity by using digitals tools and platforms such as Tik Tok, Instagram, and Facebook to accumulate a massive following of over 10 million supporters.

My experience as a parent of a 21st-century learner has been immensely rewarding. By integrating technology into La ’Ron’s upbringing, I have witnessed firsthand its significant benefits. Guiding and coaching him in leveraging digital tools has been pivotal in his journey, demonstrating how technology can empower our youth.

This personal experience fuels my passion for advancing technological opportunities for our community’s youth. I am committed to helping them embark on paths designed for success, recognizing the transformative power of technology in shaping their futures.

Beyond my professional endeavors, I have dedicated time to coaching youth sports, including basketball at Brookhaven High School, where I have had the privilege of mentoring young athletes and contributing to their personal development. My commitment to education and youth development extends to my role as the owner of Kids R Us Learning Center in Brookhaven, where we focus on providing quality early childhood education. These personal and professional experiences have reinforced my dedication to fostering a community that supports and nurtures its members, aligning with my vision for Brookhaven’s future.

 

Jordan

My name is Jeffrey L Jordan. I live in Ward 6 and am running for Alderman-at-large. I am a Safety Director for a trucking company. 

Not judging the person on a personal level, however everyone needs to work together and have an understanding of all matters.  Also, in this position everything needs to be look at with an open mind.  

If elected I will be boots on the ground listening to what the people’s needs are.  Also, my focus will be on building a strong infrastructure, public safety, and starting a mentoring program for our youth.

Also, I think it should be fewer executive sessions and when they have the public should be able know what the outcome is.  Now by saying that I’m aware that somethings are not to be discussed.  If a citizen needs something to be done even if it can’t be done for whatever reason he or she should be notified.

In my opinion knowing the need of the people, boots on the one ground getting to know the citizen and listening to their needs.

I will be accessible and open to new ideas.

Current occupation: small business owner here in Brookhaven with my wife Kristi Orr. We own and manage Southern Pawn, along with Huey Magoo’s here in Brookhaven. 

What office are you seeking? Alderman at Large

What is your assessment of the previous or current occupant of this office, and, if elected, would you keep it in the same direction or change course? While Alderman Underwood’s contributions have been significant, I see an opportunity to enhance the role by bringing a fresh perspective that embraces modern technology and innovative solutions. If elected, I will build upon the city’s existing foundations by implementing data-driven strategies to address community concerns more effectively.

My approach will focus on increasing transparency through digital platforms, fostering open communication between residents and local government, and promoting initiatives that attract and retain young talent in Brookhaven. Additionally, I am committed to developing sustainable policies that not only tackle immediate challenges but also position Brookhaven for long-term success.

While respecting the achievements of the current administration, I propose a vision that integrates forward-thinking ideas and technological advancements to elevate Brookhaven to new heights.

How would you address transparency and accountability of this office? Transparency and accountability are the foundation of good governance. Without them, trust erodes, progress stalls, and communities lose faith in their leaders. For Brookhaven to thrive, we must ensure that city decisions are made in the open, resources are used wisely, and every voice in the community has an opportunity to be heard.

A few key principles guide my approach to transparency and accountability:

Open and Accessible Leadership – The best leadership isn’t just about making decisions; it’s about listening. It’s about ensuring that people know what’s happening in their community, why decisions are made, and how they can be involved in shaping the future.

Data-Driven Decision-Making – In a world where technology can provide real-time insights, there’s no excuse for operating in the dark ages (technology wise). The more we rely on calculated data, analytics, logic, reason, and Common sense, the more accountable government becomes. 

Financial Clarity – Citizens deserve to know how their tax dollars are being spent. Budgets and city expenditures should be easy to understand and publicly accessible, ensuring resources are used effectively.

Collaboration Over Division – A government that works together is a government that gets things done. Brookhaven moves forward when its leaders communicate, cooperate, and work toward solutions that benefit everyone.

At the end of the day, transparency and accountability aren’t just policies, they’re a mindset. They’re about ensuring that Brookhaven’s leadership serves the people, not itself. Whether in public office or private life, that’s the standard I believe in.

What are the most pressing issues in this office and how would you address them? 

One of the most pressing issues facing our city is communication. It seems to be the common thread in every ward — elected officials not returning calls to constituents. Some departments not properly communicating with each other in a timely manner. 

Improved Communication: I will start with a personal app/platform/website for Real-Time Citizen Engagement– I’ll develop a centralized digital platform where residents can see city updates, constituents will be able to submit concerns directly to me, track responses of departments answering questions, and it will be a platform voice their thoughts on key issues along with daily or weekly little Digital “Polls” or “Suggestion Boxes” – were Verified residents will have the power to help guide policy decisions, with popular ideas advancing to board discussions.

Economic Development: If within my abilities, I’ll network to bring new companies that we have vetted and whose principles and goals line up with the city of Brookhaven. – I’ll actively pitch Brookhaven to up and coming tech companies’ along with some industrial giants.

Invest in Workforce Development – I’ll push for partnerships with nearby Copiah-Lincoln Community College and Southwest Community College or other trade schools to prepare our Children for well paying jobs. 

Business-Friendly Policies – I will streamline processes for businesses to open, expand, and thrive in our city. We should be open for business, and if it happens to be a company from out of town, once we have vetted them, and their business model and plans line up with the city of Brookhaven vision and goals, and they have a solid game plan, and are willing to invest in our community, then we should do everything within our power to solidify a deal. 

Leadership That Listens: Genuine Open-Door Policy – If you have a concern, I want to hear it immediately—not weeks or months later.

Real-Time Feedback Systems – once I have created and implemented my citizens of Brookhaven communication app/platform/website it will then streamline everything and make working together that much easier always keeping me and my constituents on the same page.

How would your role in this office improve Brookhaven and Lincoln County? My role as Alderman at Large would improve Brookhaven because I would be someone willing to go the extra mile on matters most would probably feel aren’t important enough or not worth their time. (prime example is how often I’m hearing that calls aren’t being returned).  If a constituent has called or come to me with a problem or situation, then it’s obviously important, and therefore I want to do the best in my abilities to serve them with the results and answers they are seeking. If we all help each other, and work together the byproduct of that will be improving Brookhaven. 

I’ll improve Brookhaven by solving problems that others might dismiss as too complex or unimportant. I’ll work to make Brookhaven and Lincoln County a place where people want to live, work, and invest in their future. I will bring modern solutions to outdated processes and systems if within my powers.

Brookhaven is too special to settle for the status quo. It’s time for a leader who is bold enough to think big, smart enough to execute a plan, and has the vision to make it happen.

What are your reasons for seeking this office and why should voters elect you?

I am seeking the office of Alderman at Large because Brookhaven is my home. It’s where I grew up, where I’m raising my family, where I built my business, and where I want to see my boy raise my grandkids in the future. But, for that to happen, there must be a plan. If you fail to plan you plan to fail. With that plan you must have a vision along with networking, they all are needed. I see untapped potential all around our city — potential that must be capitalized on soon though before the opportunity and timing passes us by. With such high stakes, we need to make sure we do it right! That’s why I’m stepping up now, that’s why I’m asking for your support!

Voters should elect me because: I will bring transparency and accountability to the city government. I will be one of you on the inside of the system!

I will work to resolve the disconnect between leadership and the citizens by implementing real-time communication tools, ensuring every citizen can see, engage with, and understand city decisions.

I will push for fewer closed-door meetings and more public discussions that allow residents to have a voice in shaping our future. 

I will fight for economic growth that keeps our kids and grandkids Coming back home after college with a degree, ready to start a family and earn a livable wage in the process!

I will personally work to bring manufacturing, tech industries, and up and coming new companies to create opportunities in Brookhaven.

I will always support local small businesses and entrepreneurs with policies that make it easier to start and expand businesses in Brookhaven.

Brookhaven doesn’t need another politician. It needs a networker, a problem-solver, someone who will fight for what the city needs and deserves! 

I am running because I believe in Brookhaven. I believe in its potential, its people, and its future. I believe if we all work together, we can make this city more prosperous, more efficient, and more connected than ever!
