Vehicles navigate a wet W. Congress Street after heavy rain Monday that flooded nearby ditches and creeks. The intersection of Exchange Club Park Circle and W. Congress Street was submerged by water as deep as approximately four inches in some areas. The Waste Water Treatment Plant reported 0.71 inches of rainfall.
