Aldermen add bite to animal control ordinance

Many changes to the city’s animal control ordinance are in theworks, changes that could include the banning of certain viciousdogs and up to $1,000 fines for violations of the law.

>With the help of City Attorney Joe Fernald, the BrookhavenBoard of Aldermen is working to make changes to the current animalcontrol ordinance to help alleviate some of the animal controlproblems.

An ordinance was already in place, but “there were somequestions that came up after changes in office,” Fernald said.

Aldermen are now researching, revising, and clarifying anyquestions they have with the current ordinance.

The biggest question will be concerning the banning of certaindogs, Fernald said.

“Richland, Clinton, Jackson, and Gulfport have worked to bancertain vicious dogs.” he said. “A vicious animal is one thatcreates danger for individuals.”

The problem of free-roaming dogs is one of great concern forcity officials.

“Most people who are pet owners are responsible,” said Fernald.”We have a problem with some people letting their dogs out and thedogs roam.”

The biggest problem has been by the time the police departmentgets word, the dog is gone, Fernald said. He suggested that if atall possible, residents should take a picture of the suspiciousanimal so that animal control officials can properly identify andlocate it later.

“We still go back to saying that the responsibility for animalcontrol rests with the owner of the animal,” said Ward FourAlderwoman Shirley Estes.

The new ordinance will stress the importance of clearidentification and proper reporting procedures.

Public awareness will be a key factor in the issuing of arevised ordinance. There is currently no accountability concerningtags and vaccinations, said Estes.

Fernald anticipates that the board will accept the new ordinanceafter some questions and revisions are addressed.

The new animal control ordinance will be discussed at the June20 Board of Aldermen meeting. Once adopted, the new ordinance willbe published to notify citizens of changes.
